PROJECT: SOMALI PASTORAL DAIRY DEVELOPMENT PROJECT II (SPDDP II)

VSF-G is implementing a thirty-six months development programme for the milk production and marketing sector in Somaliland (SL) and Puntland (PL).
After retirement of the incumbent Project Manager there are 9 more months to the end of the project (with a possible extension).
The programme aims to improve the livelihood of pastoralist milk producers, milk collectors, small to medium-scale milk businesses and finally of the milk consumers benefitting from safe products. An important issue in this regard is the creation of a regulatory framework to be respected by all stakeholders in the dairy sector.
Active support is given to all actors in the informal and formal dairy sector. In regard to this, we are looking for a qualified person to fill in the position below.
The incumbent will be based in Burao, Somaliland, but works both in Somaliland and Puntland. He will lead a team of Dairy Assistants and other technical staff.
Key responsibility:
The incumbent will be responsible for the project implementation.
Ensure the project progress is in line with the activity work plan.
Provide good management to project staff
Facilitate and coordinate project meetings for project implementation review and internal monitoring. Ensure proper financial management of project funds
Provide expenditure forecast and monitor expenditures under the project activities
Compile the project donor reports as per the reporting schedule.
Support the project evaluation process both internal and external.
Represent VSF Germany, participate and contribute to relevant project related networks and links. Any other tasks required for the good work of the organization in his duty station
Provide direction for furtherance of the project idea.
Qualifications, Experience, Attributes & Skills required
Degree in Livestock Production & Development, Dairy Technology, Veterinary Medicine or in related field.

Purpose of the Post
Under the supervision of the cash transfers program coordinator, the post will support the office in monitoring, evaluation, and reporting activities linked to the cash transfers/vouchers programs funded by UNICEF in Somalia. Based on the evolution of the scale of the cash transfers/vouchers program, the incumbent might be required to support the program coordinator on additional tasks.
Major Duties and Responsibilities
1. Coordinate the cash transfers/vouchers monitoring activities:
a. Manage the Cash and Voucher Monitoring Group (CVMG) monitoring process: facilitate in collaboration with ODI monthly CVMG meetings, supervise and support the collection and analysis of cash transfers/vouchers quantitative and qualitative data with the third part monitoring partners (ODI and SATG);
b. Provide ongoing technical support and strategic orientation to the CVMG and be the focal point for ODI, SATG and the CVMG members;
c. Ensure information flows between the CVMG, the CBRWG and external stakeholders;
d. Based on the results of the interim evaluation, ensure that the recommendations to improve the current monitoring system are addressed in collaboration with ODI and the NGOs partners;
e. Transform the monitoring results of the cash program into advocacy materials to support fund raising efforts and inform the future of the programme;
f. Share progress and results of the monitoring system externally (CBRWG, clusters) and internally (especially with the PME section); and
g. Develop innovative ways to regularly adjust the data collection (both quantitative and qualitative) to the challenging and high risk context of the office.
2. Support the final evaluation of the program, review reports, facilitate the field data collection of the evaluation team, link the evaluation team with the key stakeholders of the program. Brief staff members in the zone and liaison offices on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies. Provide orientation to newly recruited local staff on personnel procedures and requirements.
3. Produce lessons learnt and advocacy materials the cash transfers/vouchers program to inform UNICEF decision making and the future development of the program for middle and long term strategy, develop a management response based on the recommendations of the final evaluation.
4. Support the program coordinator in different tasks such as participation to coordination meeting with partners, supervision of implementing partners, writing of activities reports.
Minimum Qualifications, Experience and Competencies required
Advanced university degree in Social Sciences, Political sciences, international relations, Development Planning, Statistics or a related technical field.
At least five (5) years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation in the field, experience in emergencies context is required.

Job Purpose

The Head of Policy and Programmes shall be responsible for the design, development, implementation and management of all programmes and policy advocacy work at the AAIK. In addition, the Head shall coordinate people for change programme and shall maintain strong programme links from community to national and international levels.
The holder of the position is a member of senior management team and is expected to ensure organizational efficiency and effectiveness through participation in decision making, advising on the programmes and policy issues, communication and implementation of agreed upon decisions.
Specific Responsibilities
Country Strategy Paper
    Coordinate development and review of both Country Strategy Paper (CSP) and 3‐year plans in accordance with 3‐year planning guidelines;

    Support monitoring of the implementation of the CSP and ensuring all programmes are effective and within the framework of the CSP.

    Ensuring all programme activities are sensitive to and responsive to changes in the political, social, and economic environments;

    Support contribution of ideas from the micro level work for the development of advocacy at the macro level while feeding macro level policy to inform work at the micro level;
    Promotion of rights based approach in advocating for rights of the people living in poverty and exclusion;
    Overseeing development and maintenance of sound relations with policy, research and advocacy specialists at regional and international levels; and
Linkages at International and National Level
    Overseeing establishment and management of co‐operative relationships with partners and other stakeholders;
    Ensuring appropriate representation of AAIK in alliances and networks both within and outside Kenya as may be required;
    Support the LRP Managers and other programme staff to strengthen networks that AAIK is collaborating with.
    Assessment of and support of capacity for collaborating networks members; and
    Coordinate AAIK’s collaboration with networks, government agencies and other organizations in order to share information, experiences, influence them and/or build capacity.

Overseeing clusters

    Support the development, implementation, monitoring and evaluation of programmes in AAIK programmes
    Manage the development of project proposals in accordance with the CSP and donor guidelines
    Manage the appraisal and development of LRPs as well as provide support for the management of developed LRPs through the Regional Structures working closely together with Sponsorship team.
    Ensure the timely submission of good quality programme reports as agreed with donors or in project proposal
    Manage the evaluation of programmes
    Provide support during the Annual Participatory Review and Reflection Process

General
    As part of the Senior Leadership Team participate in pursuing the CSP implementation
    Promote rights based approach in advocating for rights of the people living in poverty and exclusion.
    Support the recruitment and induction of programme staff
    Provide line management to direct reports
    Regular meeting of internal links to share information
    Set annual targets for each staff of the Unit in consultation with the staff. Maintain ongoing monitoring of the performance of staff against targets and take corrective steps if targets are not being met.
    Ensure the development of work plans by all reporting directly to HoPP
Staff Management, Development and Performance Measurement:
    Ensuring efficient and effective management of staff within the Department taking into account staff skills and leave allowance;
    Participate in the development of programming skills for staff involved in programme activities;
    Undertake performance appraisal for staff in the Department and initiation of correction actions for identified gaps;
    Undertaking training of staff within the Department;
    Development of organizational wide performance measurement and impact assessment indicators; and
    Participate in Board and committee meetings and give necessary support and information.

Qualifications
Appointment to the position will be made from persons who have:
    An MBA or Masters degree in social Sciences or its equivalent from a recognized University;
    Bachelor’s degree in Social Sciences or its equivalent from a recognized University;
    Have at least ten (10) years working experience in policy/programmes function in an INGO or a large organization of which at least five (5) years must have been at senior management position;
    Have demonstrated in‐depth understanding of programming issues and Policy work at organizational, national and international levels;
    Have practical experience in donor reporting, designing, setting up and coordinating, monitoring, evaluation and impact assessment systems and processes; and
    Have an understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organization and in programme work.
